Abstract
Background: Low income, under- and uninsured patients in New Orleans can access health services through community-based clinics. Ensuring access to these services is critical in reducing health disparities and requires community members’ perspectives on existing barriers and how they can be removed. Methods: An eight-member community advisory council (CAC) met monthly to share perceived barriers to accessing care and generate solutions for individual clinics, the system of clinics, or statewide policy. Results: Eighteen barriers were identified by councilmembers, five of which were specifically discussed throughout CAC tenure. Councilmembers identified that a root cause of these barriers stemmed from a lack of patient empowerment in the community. Conclusions: Efforts from public health and healthcare organizations are needed to address the barriers to healthcare identified by CAC members. Patient empowerment trainings, in addition to measuring improvements in feelings of empowerment, can help to improve barriers to healthcare.
