Rigamer, M.D., M.P.A. One of our own, Dr. Elmore Rigamer is the Deputy Assistant Secretary of State and Medical Director of the United States State Department. As such, he is a senior advisor to the Secretary of State on international health issues. He is responsible for a worldwide client population of 35,000. His contributions include developing and managing primary and behavioral health care operating systems for all U.S. foreign affairs agencies, refining managed care models and oversight of the inte-grated quality assessment program, introducing integrated clinical and financial information systems including electronic medical records and negotiating agreements for integrated health care delivery sys-tems with other government agencies resulting in a $500,000 cost savings in fiscal year 1995. A senior physician executive with proven leadership abilities in academic, clinical, and financial areas of domes-tic and international health care and delivery systems, Dr. Rigamer is also an Assistant Professor of Psychiatry at George Washington Uni-versity School of Medicine in Washington, D.C. Dr. Rigamer is a Diplomate of the American Board of Psychiatry and Neurology; the American Board of Child Psychiatry and he is licensed in Louisiana, Virginia, and New York. He is fluent in Spanish, French, German and Italian. He belongs to several professional associations including the American Psychiatric Association, the American College of Physician Executives, the American College of Psychiatrists and the Southern Psychiatric Association. Dr. Rigamer began his medical career in Monrovia, Liberia as a Peace Corps Volunteer Physician from 1971 to 1973. He came back to New Orleans as Director of Child and Adolescent Psychiatry at Ochsner Clinic. In 1988, Dr. Rigamer became a consultant in Child and Adolescent Psychiatry at the Kaiser Permanente Health Maintenance Organization. Dr. Rigamer was the first psychiatrist appointed by the U.S. State Department overseas, serving as the Regional Psychiatrist for Europe and the Soviet Union and for South Asia from 1983-1987. As such, he developed mental health programs for Foreign Service per-sonnel and their families. Dr. Rigamer served simultaneously as the Director of Mental Health Services acting as chief of the consultation liaison service and directing psychiatric care and substance abuse treatment for Foreign Service patients returning to the United States. He was appointed Deputy Assistant Secretary for Mental Health in 1988 and Deputy Secretary for Medical Affairs in 1991. In 1992 Dr. Rigamer took a hiatus from his duties to study at Harvard University, John F. Kennedy School of Government and complete a Master's in Public Administration Fellowship. The focus of the program was health economics, managing provider organiza-tions, health care and information technology. A 1966 graduate of LSU Medical Center and former research associate of Dr. Marilyn Zimny who remembers thinking even at the beginning of his medical education, that Elmore Rigamer was "going places". Dr. Rigamer is married to his childhood sweetheart and they have two daughters. 17 ACADEMIC HERALDRY: THE SYMBOLS OF LEARNING The college or university commencement procession today, in this Nation and abroad, is a pageant, alive and bright with dress and ceremony inherited from the medieval European universities of the eleventh and twelfth centuries. To preserve their dignity and meaning it early became necessary for those universities to set rules for academic dress. American universities agreed on a definite system in 1895 and set up a suitable code of academic dress for the colleges and universities of the United States. In 1932 The American Council on Education presented a revised code which, for the most part, governs the style of academic dress today. The Principal features of academic dress are three: The gown, the cap, and the hood. The Goxim. The flowing gown comes from the twelfth century. It has become symbolic of the democracy of scholarship, for it completely covers and dress of rank or social standing beneath. It is gray for the associate degree, and black for all other degrees, with pointed sleeves for the Associate and Bachelor's degree; long, closed sleeves for the Master's degree, with a slit for the arm; and round, open sleeves for the Doctor's degree. The gown worn for Associate, Bachelor's or Master's degree has no trimmings. The gown for the Doctor's degree is faced down the front with velvet and has three bars of velvet across the sleeves, in the color distinctive of the faculty or discipline to which the degree pertains. The freed slave in Ancient Rome won the privilege of wearing a cap, and so the academic cap is a sign of the freedom of scholarship and the responsibility and dignity with which scholarship endows the wearer. Old poetry records the cap of scholarship as a square to symbolize the book, although some authorities claim the mortar board is a symbol of the masons, a privileged guild. The color of the tassel on the cap denotes the discipline, although a gold tassel may be worn with any Doctor's gown. The Hood. Heraldically, the hood is an inverted shield with one or more chevrons of a secondary color on the ground of the primary color of the college or university. The color of the face of the hood denotes the discipline represented by the degree; the color of the lining of the hood designates the university or college from which the degree was granted.
